Why would anyone want custom CSS in PageEdit? You should be seeing how the ebook displays with it's CSS. Or have I completely misread the intent of PageEdit?

Yes just for Dark themes there is a custom css file that will be autoloaded.

Its name must be: "custom_webview_style.css"
And it must exist in the PageEdit preferences directory (beside the pageedit.ini file).

On macOS this is ~/Library/Application support/sigil-ebook/pageedit/

And "qt_styles.qss" in the same directory can be used to style the various Qt elements used by PageEdit themselves.

I was thinking the exact same thing.
Viewers get custom, Override styles, not editors.

But the team set things straighter: This is more about Theming the UI, not the content
