Mystery and Crime Vahey, John Haslette: Death by the Gaff (1932); v1; 26 Sep 2020

John Haslette Vahey wrote a number of detective novels under his own name before later adopting the nom-de-plume "Vernon Loder"; books by the two names overlapped.

Fishing in Scotland; and one of the band of fishermen at the remote inn is found dead, with head injuries. Accident or murder?

The cover is the best I could find for the original edition; recent reprints have modern style covers and the book as by "Vernon Loder".
